Default Newbie w/ a '02 PTC

My wife bought an 02 last week for her sign shop. The check engine light came on yesterday with a P0551 code. I changed the power steering pressure switch hoping it would clear the code. My concern is that when I removed the old switch no fluid came out of the steering rack. Nearly everything I read on replacing these says it should pour fluid. There is plenty of fluid in the resevoir and the power steering appears to work just fine. Should that be a red flag to me?

Any help would be greatly appreciated.

pull the battery cable off and step on the brake for a few seconds. that should clear the code.

where's the sign shop? i have a sign shop too (: my mother opened it 37 years ago.

i also have an '02. small world.
