rear braking problem

Default rear braking problem

hello you guys i have a problem it started about a week ago. i thought it was just because i need an oil change but didnt make sense. when i press on the breaks the rear breaks seem to be engaged? i believe i have drums. i do use the eb (i have a steep driveway) idk if its the drums or the eb lever its self. before i started to do surgery on it i wanted and opinion first. thanks in advance to anyone who could help

Jack up the back, see if they spin freely. Go from there
