Default Head Lamp

Right low beam bulb blew, changed it today and the new one didn't light. Checked voltage and have 12.7 going though the socket. I've bought new whiter Sylvania bulbs and ohm them out also, good. Tried everything I know, checked all fuses, checked grounds. At a lost, do not want to take to shop.
Don't know what's up, anyone have any ideas?

You didn't list the relay,and I don't want to assume......

Will do that this afternoon, is there a relay for each side? and where are they located?

pv; Check for a good ground. It [they] should be located on the left inner fender rearward of the battery. You have a TIPM controlling the headlights. TIPM's do not like headlamps with different amperages!
