Did you install the new relay in the PDC?

My bad;I actually meant the fuse in the PDC located in the engine compartment, behind the air box.....Check the cover on the PDC,and it should say FOG (20A).

The fog lights are controlled by the same relay as the headlights, which are all controlled by the MFS.
The MFS & the #8 fuse break the circuit between the battery and the fog lights (when the high beam are activated, the headlight relay cuts the power to the fog lights)......The headlight relay is located below the interior fuses,in the blank spot by thumb on the right side (5-Pin/DPDT relay) which is absent in this particular photo(the left side is reserved for heated seat relay).

Does your PT Cruiser have a black plastic box in the engine compartment, like the one I posted a photo of?(near the positive jumpstart point)
If it does, then there is another FOG fuse located inside of it,the guide on the top of the black cover should look similar to this photo(notice how it shows 'FOG (BUX) 20A' @ #22):

Is there a 20A fuse in that slot?

Have you tried the fogs while switching between high & low beam headlights?........Fogs won't work if highbeams are on,the relay cuts power feed to the fogs.
