Upper timing belt cover fitment

Default Upper timing belt cover fitment

2001 Limited.
On my engine there is a gap between the inner timing belt cover and the upper cover. The gap starts at the top and runs towards the rear. From the top to the front there is no gap- it seems to fit fine. I can't get the two covers to go together to eliminate this gap. I know there are three bolts attaching the top cover, but my question is how it fits to the inner cover. Do they just butt together or is the flange of the upper supposed to fit over the inner? Do they snap together? I've tried using inspection mirrors, but I just can't see why they won't fit together without the gap.
