The way I did mine was to drop the front bumper. Some say it can be done without, but I never could.

Pull the inner fender liner, the plastic all the way around the wheel opening.
There is a small door in it behind the headlamps for changing bulbs but best to at least drop the front half of the liner to access the headlamp fasteners.
Detach all the headlamp bulb plugs and let them hang. Then remove the fasteners from the headlamp. It then tips forward and you can lift it out of the fender.

I fixed mine on my 2002, by beginning with 1000 grit sandpaper, then 2000, then polishing compound. I finished with headlight sealer. Don't fool with the reconditioning kits.

I also took the passenger side light out without dropping the fascia to get my upper mount out. It was a pain but it is possible. The bolts linking the fender with the fascia were spinning and I didn't want to cut them off that day and replace them. Next time I will. It is much easier to drop the fascia and it really isn't too difficult to do.

Here is one of the original lights after reconditioning. They were quite brown when I started.

hahaha. I cleared my headlights using clear spray paint and I did it 2 years ago and they are still clear, well not clear but just clear.
was driving at night on a trip and couldn't see so I went the quick and cheap way :P stopped at a Lowes store and bought 2 clear spray paint cans.
Will replace them when they really become fogged up
