Default Steering lockup while being flat towed

After 200 freeway miles behind my RV I pulled off for gas and turned left thru an intersection and upon leaving intersection the PT steering wheel locked up for the second time. Any thoughts?

Was the key in the Accessory position on the PT Cruiser while being flat towed?

The key was not in the ignition, the switch was 1 notch back from lights on in the dash. I had already pulled the PT for about 200 miles on Interstate and all was aok.

I hope it's a manual, towing an auto PT should only be done with front wheels off the ground.
