Yes i checked the two fuses under the dash. i did pull out my volt meter and only one fuse is getting power. is there anything else to check? any help would be appreciated thanks.

Well, you found your problem - only one fuse getting power - trace the wire and find the break.

What year is your PT Cruiser? Depending on the year of the PT Crusier will allow us to get a good start on what might be the problem!

Yes you do have separate fuses for each headlight. They are the #19 and #20 fuses in the interior fuse box by your left knee when sitting in the drivers seat. They are red 10Amp fuses and you can just pull them out to check if they are good or bad. If you are not sure how to check the fuses just switch the red fuse in #19 with the red fuse in #20 and see if the passenger headlight starts working.
