Headlight wiring problem

Default Headlight wiring problem

I just bought this car and don't know a lot about it yet. Both headlights were bad(dingy, burnt out bulbs, cracks) so I bought replacements. The driver side low beam does not work. Voltage is only 6 volts on that side. I can trace it out to find the short or whatever but my question is this: Are the low beam bulbs supposed to be on while the highs are on? They are on all the time (when the lights are on) and it doesn't seem right.

Yes, all 4 lights (high and low) stay on at the same time. At least on my 2001.

I solved my problem with the drivers side low voltage, the problem is, I didn't do anything but start unwrapping the wiring harness and found the right wire and it had 12 volts on it. Checked it at the plug and 12 volts also. Taped it back up and still has 12 volts. Can't make it duplicate the low volts. Oh well, another day for that one.
