I bought a 2001 Pt Touring and love the thing. problem started in Feb when we had some below 0 days. Tried to start and cranked but wouldn't turn over. Tried jumping and replaced battery still same thing luckly I still had my truck. a few weeks ago I started tinkering with it cleaning connections and sensors the oil pressure sensor through a code so I replaced it still nothing then unhooked battery due to how busy I was. bought new plugs first one was fine then I pulled the other 3 covered in oil was about to junk it but pulled the last 3 and decided to give them a clean before installing last 3 and it fired up let smoke clear and burn off oil then replaced last 3 drove it around a few blocks ran codes again and the a/c cluch relay and p0499 code popped up but still ran. a week later decided to finish motor mounts and replace cracked rim and A/c cluch relay fired it up ran great then ran codes using key and just the p0499 code came up but that has been disconnected by previous owner so not a problem. Heres where todays problem started turned key after code testing and cranks but wont start. still just the p0499 code but that shouldn't stopit from starting really ticked off after all the work I did any segustions I was thinking PCM but not sure I should due to limited funds

Let's look at the facts as described:

* 2001 Pt Touring
* Cranked but wouldn't turn over - temp below zero
* Tried jumping and replaced battery - no joy
* Recently cleaned connections and sensors
* Noticed oil sensor trouble code - sensor replaced
* Found 3 oil covered plugs, cleaned but did not replace - car started
* After engine burned off oil smoke, all plugs replaced
* Drove car and then got P0499 code
* Replaced motor mounts and A/C clutch relay
* Still getting P0499 but has been disconnected by previous owner?
* After code testing car cranks but wont start.
* P0499 remains as only code

P0499-NVLD CANISTER VENT VALVE SOLENOID CIRCUIT HIGH
NVLD = Natural Vacuum Leak Detector

You could try clearing the codes with a code reader and then see if the code returns after trying to crank the car. But since the car isn't running, the code may not return.

I found a report of the P0499 code where the culprit was a leaking valve cover. This allowed extra leaking air into the intake through the PCV system and caused oil to pool on the top of the plugs. The lean conditions likely threw the P0499 code. And of course, when the plugs were pulled, they were covered in oil. Since the oil is on top of them due to the leaking valve cover, it runs down on the bottom of the plugs as soon as the plugs are loosened.

This may not be your problem, but it does explain most of your symptoms if we assume they are related.
