Sounds like a belt squeak to me.

Was this noise there before you did the brake or front end work?

Yes. I've had this noise for a few months. Not related to the brakes. I have 2 different noises going on.

1. The video in this post. The engine/belt or whatever it is.

2. Low moaning noise maybe from my right side caliper that I had a issue with. Have another post on that.

Yep, sounds like a belt or a bearing on one of the tensioner pulleys to me. BUT, I'm not a mechanic.

you can narrow it down:

spray water on each belt one at a time and see if the noise changes, if so you need a belt.

If not remove the first serpentine belt and see if the noise goes away if so problem is one of the following a/c, power steering. adjuster pulley.

If still there other belt is connected to alternator and crank so check for looseness in alternator. I'm assuming NON turbo.

If you have a turbo someone else will have to give you some ideas.

I hope this helps a bit.

I would suggest on belt noises the first thing that should be done to diagnose the noise is to check the belt tension and alignment.

I don't know if this applies to your year PT Cruiser but its worth checking it out.

The Chrysler dealer mentions that the 2003–2004 PT Cruisers with the 2.4 L engine may encounter a belt squeal or chirping sound. The noise is caused by the power steering pump pulley being pressed too far onto the pump shaft. If the power steering pump pulley is more than 0.016 inch from the end of the pump shaft, the noise condition can exist. The Chrysler dealer recommends that the pulley end be flush with the pump shaft.
