Default OBDII Won't communicate with PT Cruiser

I brought my PT Cruiser in for state inspection and ended up failing because they couldn't connect to my car. I already checked all the fuses and they're all in good condition. What else could be causing it not to communicate with my car.

Is the engine light on?

We need more information about your PT Cruiser. Year?

Yes I do have my own OBDII Scan Tool

No, the engine light has been off since I replaced my crank sensor

It's a 2005

Runs great

And yes, in the last week I've replaced the upper and lower motor mounts, the front brakes and calipers, rear brakes and drums, both shocks in the back, a tie rod end, a balljoint and the oil pressure sensor along with an oil change.

Does the OBDII Scan Tool light up when you plug it in the port?

Yeah, mine turns on and starts trying to read. One thing that was a bit odd was when I asked it to retrieve my VIN it would send back fragmented parts of my VIN.

Sounds like a poor body earth/ corroded connector/ wire somewhere between the diagnostic socket and the PCM to me

I would suggest making sure all the pins are still there in the port socket. One another member had found bad wiring behind the port socket.

Are you in California? We are having a horrible problem with smog tests and cars not passing plugging in. Something about the PCM not being "ready" even though there are no codes to read. They tell you "the car is not ready, drive it around for a few days and try again". You can Google it, it is a nightmare. They won't tell you what the issue is. Some have even gone to the dealer, spent a bunch of money and still no resolution to the problem.
