Default AC working with another question

Got the AC working today.

After repairing a short to the relay I went to my mechanic to have him check the refrigerant.
Turns out I was low by half the amount required.
He topped it up for $50. (Is that good or bad?).

We ran the AC in the garage for a few minutes and both the thin pipe and the fat pipe ran cold, when he and I thought the fat pipe should be hot. He thought about it for a moment and told me it is because of the placement of the orifice tube.

Can anyone with a 2006 PT non-turbo confirm this for me?
Should both of the pipes be running cold?

Here is a pic of the pipes, the thin pipe is the one with the cap on it and is the low pressure side.

I just made a 20 minute drive and they both are cold.
