Default Headlight question or observation

On most cars I see with a 4 headlight system, when you turn on the high beams, the low beam lights turn off. On my 02 cruiser, I discovered the low beams stay on when I hit the high beams. Is this the norm?

On my PT, if I have the headlights on or off, if I pull back on the light stalk, the high beams flash, but if I push the light stalk forward, with the headlights on, then the low and high beams will all be on.

With my PT, the fog/driving lights were added by the dealership, but as explained in the thread that QSD provided, mine do not cut off if I have the headlights on, and also push the light stalk forward to activate the high beams, all the lights stay on.

that's probably a significant factor in why connector C103 melts under the dash.
