Non functional rear seat belts

We just discovered that the rear shoulder seat belts on our 2001 PT Cruiser do not lock. Did the 2001 rear shoulder seat belts ever lock and have ours just failed? Can the rear seat belt locks or mechanisms be replaced?

As far as I know, (nobody ever sits in the rear seats of mine) the rear seat belts are working fine BUT after says that, when I pull sharply on the front seat belts they lock up after about 6 inches of pull. When I do the same on my rear belts, they don't lock at all. So they are working the same as yours. Hopefully, in a crash, they will lock up when needed.

I ruined the left rear seat belt in my 2009 PT Cruiser while installing the subwoofer and thought that all models used the same seat belt so I went to the junkyard and got a first generation PT left rear seatbelt. That seatbelt behaved just like yours. It does lock but you have to pull it really hard to make it lock (similar to the force experienced in a collision). In a real collision, it would work.

The buckle was of a different size and would not latch in the receptacle so a few weeks later I found a 2nd generation PT in another junkyard to replace it with.
