Making noise when turning the wheel

I have a 2004 PT GT manual 5 speed. The car makes a whirring noise when I turn the wheel, whether I am moving or not. I had the power steering pump replaced with a rebuilt one, but that doesn't make any difference. Any clue what else it might be? It's possible the rebuilt pump is bad, but it's an expensive repair and part to be guessing with.

Here's my experience. I'd say check the reservoir for blockage of the filter screen. When the system demands fluid flow, when you're turning the wheel, blockage could choke off flow causing pump cavitation.

You might also want to have your Axles looked at. That is a possibility.

after installing the pump, did you elevate the front wheels, start the car, and turn it lock to lock a few times to bleed out air? if not, try it. it's free and easy
