Default A/C works when moving, but not when stopped

2008 PT Cruiser, lots of issues lately - one of which is the a/c will work fine when the car is moving, but starts to blow warm / hot air when stopped.

Sounds to me like the culprit is airflow. Let me guess, it blows warm when stopped but once you get going again, say 30 or so, it blows cold again? I would check to make sure the cooling fan is pulling its weight. Crank up your engine with the car in park, turn the a/c on full blast and open the hood. You should be able to hear and see the fan going on high speed. If it isn't turning or it's turning really slowly, then you may need to replace the fan or the various circuitry that controls it.

Air conditioning systems require lots and lots of airflow in order to operate properly, so when you stop, they may not be able to cool very well. It could also be that your engine is getting hot, so the computer is temporarily turning off the air conditioning so that it can concentrate all cooling power to the engine to prevent overheating damage. Subsequently, also check to make sure your coolant is full and clean.
