Had tape marks on bumpers fixed

SUBJECT:
Front Or Rear Fascia Discoloration
OVERVIEW:
This bulletin involves painting the mold in color (non-painted) area of one or both fascia.
MODELS:
2001 - 2003 (PT) PT Cruiser
NOTE: This bulletin applies to vehicles with mold in color fascia.
SYMPTOM/CONDITION:
The customer may describe a whitening or discoloration on the mold in color (non-painted
area) of the front or rear fascia.
DIAGNOSIS:
If the customer describes and the technician verifies the Symptom/Condition, perform the
Repair Procedure.
PARTS REQUIRED:
Qty. Part No. Description
AR NPN Scuff and Cleaner (SEM P/N 38338 or equivalent)
AR NPN Plastic Prep (SEM P/N 3835 or equivalent)
AR NPN Plastic Adhesion Promoter (SEM P/N 3986 or
equivalent)
AR NPN Bumper Coater, (SEM P/N 39273 or equivalent)
NOTE: For distribution or technical information contact SEM at 800-831-1122,
Monday through Thursday 8:00 AM until 5:00 PM Eastern Time or Friday 8:00
AM until 4:30 PM.
REPAIR PROCEDURE:
1. Clean all surfaces to be top coated using mild soap and water.
2. Prep with SEM 38338 Scuff & Clean. Apply using a gray scuff pad and scrub
thoroughly. Wash to remove all residue in preparation for top coat.

DATE: September 10, 2004
3. Clean all surfaces to be top coated using SEM 3835 Plastic Prep.
4. Mask off adjacent areas to protect them from paint over spray.
5. Apply SEM 3986 Plastic Adhesion Promoter, allow 5 minutes to flash, apply a second
full wet coat. Allow 10-15 minutes but no more than 30 minutes flash time before top
coating.
6. Top coat using SEM 39273 Bumper Coater.
7. Follow application procedures on the SEM aerosol container.
8. Detail the vehicle to complete the repairs.

Reimbursable within the provisions of the warranty.

i had mine painted several months ago before the TSB. but in the interest of getting info, i lied and called the dealer and said i had tape marks and a 'friend' had the work done there and was very satisfied. i asked for the same work they did for me, and dealer said they no longer replace and paint bumpers, but prep and paint the existing ones with a gray colored paint (as the TSB says). also said that it applies only to owners with a warranty. did say that they would look at cars out of warranty on a case by case basis. in other words, if you purchased the car from them or had regular service done there, they would be more likely to do the work without warranty. also said that the repair is much less expensive than replacing, so thought dealers would be less resistant to doing it. he knew that most dealers just gave cruiser owners the run around on this, and that he was one of the few that actually fixed the problem before the TSB. so he seemed like he knew what he was talking about. finally he said they will still paint the bumpers, but now charge as much as any other body shop. so there you go, all the info from what i think is a pretty good source.

Everyone,

Thanks for all the good information. I called my local dealership and discussed the matter with them. They said they would be willing to "look at" the bumpers and then decide if they will cover it retroactively under the warranty. I suppose that's fair enough. They wouldn't say what the criteria would be in making the decision.

I didn't buy the vehicle there but have had various maintenance issues performed by them, so they know me.

Like I said, when I wash and detail the vehicle and put a good coating of Son-of-a-Gun on the bumpers, you can't see the tape marks at all. It's only after they get dirty and the coating wears off that they bleed through - not too bad, but you can see it.

One more question..... For those who have had their bumpers painted and paid for it, would it be the same cost to have them painted the original grey vs. the color of the vehicle?

computer, i looked at several body shops to have mine painted the body color, estimates were from about 250 to over 500 bucks. depended on the shop and the total amount of work they did (lower estimates tended to just paint over the bumpers, higher estimates sanded the texture coating, primed, and painted, which is what i had done at the dealer). would guess a gray color would be less, but would depend on the prep work and finish work. the tsb paint is said to cost 8 bucks a can, and does not need any finish work (clear coating) and a minimal amount of prep. so think a shop could do that for much less.
