From fuel up to the light comes on i always set the trip meter on mine. It normaly takes about 13 to 14 gallons to fill up trip meter is at 200 sometimes less sometimes it may go to 210 but no more than 212

Are you saying the '04 is an auto? That's a difference. Was the '02 a base? The base has narrower tires and that is a little better for mileage. Also, how many miles on the '04? Mileage improves as overall miles climb - the engine "loosens up" and has less friction.
I have over 80,000 miles on mine, and mileage keeps inching upward - to where on 100 mile commute I get 25+, but much worse for short trips.

Best things for mileage - pump up your tires - go a few PSI over the door sticker #s - and you can drive fast, but get to the speed slowly - the jack-rabbit starts slurp gas. Those tips are from my experience.
This car is driven like a baby and not beat on. I have used synthetic oil to help reduce friction.

that you should fill up your tank before it gets below 1/4 tank. To help keep the fuel pump cool.
Yes I am fully aware of this that the fuel pump can over heat from running low on fuel.This such a nice car I just feel thier is a problem.

Winter gas and cold weather are two items that really diminish the miles from a gallon of gas. I used to think I was having poor mileage too, but driving reasonably I get about 18ish from a 2003 PT GT[8D]

I had an 04 base Cruiser with an automatic transmission and got about 26mpg. I traded it for an 01 limited with a 5-speed and was getting 29 on the highway. When i opened up the exhaust (3") and added a KN Air filter (stock type) I now get 34-36mpg depending on fuel. I find Conoco fuel to work the best and never touch Valero or BP. I do not know if this will help but it seemed to help mine durastically.

2003 Touring Pt owned since new,,18-19mpg is the norm,,nothing more sometimes less.Super maintained,garaged..plugs,K &N drop in,,tires corectly inflated etc,,its just this car,,,, MY VW Jetta always got better but..smaller & lighter,,if Chrysler could improve the MPG they would certaily sell alot more,, oh well //have fun!
