Go for it.
$320 just for labor???
The wiring should be there in the harness.
Here's a thread I found on it:

welcome! It can be done, take your time and get as much instruction as possible. My own thoughts (after 2 installs) are
1. the wiring should be laid out loosely until you've got everything done.
2. Getting the harness through the firewall is a tough point. I put them through the hood release cable grommet. Push it up into the engine compartment and use needle nose pliers to spread the inner diameter to ease the harness through. The terminals should NOT be pulled on or twisted.
3. You gotta pull a lot of stuff out of the dash area. Neatness and keeping bolts and components together speeds the assembly. If you aren't used to doing this, a big blanket with the parts in order of removal will make your life easier.
4. The dash cover comes off a lot easier if one or both A-pillar trim pieces are pulled off. I had to pinch the clips back to get a tight fit.
5. Check operation BEFORE putting all the covers back on. Just in case...
6. Make sure you swap the relay at the back of the switch.
7. If you don't have hood struts, make sure you don't slam the hood after the install!

GOOD LUCK!!!

Wires for fogs lights weren't in wiring harness? I thought they were from other reports. [:I]

my 2003 base model had the wiring at the fog lights and the steering column. Just added the lights and replaced the multifunction switch.20 minutes total. I did not have to install harness just unplug and reinstall new switch and other components. There is a write up on PTDIY. Drive it up on ramps, makes it a snap. Passenger side light was a little more difficult to install because of the horn and the inner fender well cowl. But not worth $320.00 to install

Don, the instructions included tell how to determine if the car is prewired. My 04 Base was not, a friend's 03 wasn't either. It seems like Tourings may be, but the only way to be sure is to look at the terminals in the Multifunction switch connector.

Just to continue the thread, can the people that have done this AND had the car prewired tell us if the fuse was in the dash, or if both fuse terminals were visible? That would be an easier check than pulling the steering column covers and the switch connector....

They should be in the box with the multifunction switch. If you have to open the bag (I forget) make sure you don't lose any small parts. It goes into good detail, although the service manual would help on some of the dash components. Where are you? If you are close, I'd be willing to give you a hand. If not, maybe someone else is...

My girlfriend got an Electric Blue one the same day I got mine, so no worries here either.

I looked for my instructions and can't find them. I'm off tomorrow and I'll look again. Do you have the light blue wiring down where the fog lights would go? That wiring plugs into the fog bulb. Also if I remember correctly if you remove the 2 phillips screws from the upper and lower steering column shroud. unsnap shroud, this exposes multifunction switch. Remove plug to back of multifunction switch, I think you have to slide 2 tabs to remove. Look into the plug If I remember if there is a light blue wire going into pin 8 and out of 14 your wired. Should be same colored wire that would plug into your fog lights under the car.

BEFORE you start write down your radio presets and if you have an auto trans, get a copy of the relearn procedure. You need to disconnect the battery. Make sure you have the tools needed, including the Torx bit for the multifunction switch. The little terminals snap into the connectors. Take the time to figure out which way the terminals face BEFORE putting them in. When you put the dash back together, have clean soft towels to wipe things down. Of course, most of this is only if you have to run the wiring.
Raising the car is a big help for installing the lights.
