it's attached to the rubber gas hose from filler neck to the gas tank. It's a hard plastic line. Looks like it might run into the top of the gas tank. Maybe a gas tank vent tube? [:I]How's 'bout filler neck over flow?[:I]

If it is the tube that you see in the wheel well it is the filler tube.

Filler hoses have a vent line to let air out of the tank as it fills so it doesn't belch back up the filler hose. Is this what you're talking about?
