Turbo cars are famous for having boost leak(s). All vacuum lines must be zip tied and the intercooler hoses need t-bolt clamps (also the intake hose). You really should do a boost leak check, too. You can make your own boost leak checker.

I always thought the whining was coming from the Turbo. But lately I have not heard (noticed) this noise. I will check again today.
