If there's no forced induction (IE turbo or supercharger), what 'boost' are you looking for exactly?

The only way to get boost out of any engine is through some kind of forced induction, like turbo, supercharger, or maybe one of those electric blowers, but the n/a pt engine wasn't designed for the increased combustion pressures, so the repairs would probably cost more than any mpg savings.

He thought you could get boost from an N/A, wouldn't surprise me if he meant he wanted to add power or w.e. else he's looking for.
