About to Trader in, Due to Engine Mounted, gaskets, pretty bad shape.

Replaced water pump, timing has been checked, checked and checked,

I could possibly be a vacuum leak...But,another thing that can cause it to idle erradically like that is a worn timing belt,or camshaft lobes....But, the simplest thing may be when it was reassembled,it ended up off a tooth on the belt.....You say the timing was checked 3X,was that with a timing light?...or visually?.....Visually is the best way,and it should look exactly 100% like these photos:

My guess is the vacuum leak as Randy first said. Mine did the exact same thing when one of the rubber vacuum lines from the brake booster came loose.

It really could be something as simple as a loose or damaged vacuum hose....I would recommend starting at the brake booster (where main vacuum supply starts) and work your way back from there....Check your hood for a full diagram of vacuum routing.

There are 2 wiring harnesses you can ck. One is the harness for a Automatic Idle Control Valve and the other is for the Throttle Position Valve. Youtube has the values the wires should run at. Also possible the AICV could be bad, getting a false signal from the air temp sensor or map. When last have you sprayed out your throttle body well?
