Don't buy it. 06 was a known problem year for the PT's. Go older or newer.

From the sellers description, it sounds like something with the turbo plumbing was left lose or disconnected when the power steering service was done. Perhaps an air supply hose connection, near the steering rack area, on the intercooler. If that's the case, it's a simple fix. Lose hose = hose pops off with a little boost pressure = no more boost until hose is reattached securely.

Personally, I wouldn't sweat any "known problems" particular to the '06. If you did an internet search yourself, I doubt you would turn up much evidence to support that. There may be a few quirks along with fixes but that's true of a lot of cars.

05 GT's have that identify lettering.

I de-badged our GT so it would not indicate a Turbo. More fun that way.

My '03 got "de-badged" during the respray when my Dad was rear ended on the Belt Parkway. I recently found the replacement letters sitting in the glove box.

Turbo PTs started with the '03, and all were High Output (HO), but were not labeled as such.
In the '04 model year a "turbo lite" was added - a turbo PT with a different computer that was designed for regular 87 octane gas and put out less horsepower than the GT turbo designed for premium gas, and all GTs then also got the 2.4 Liter High Output badge.

Can you put the HO computer (03) in a 2006 ?
Or is there an PCM that will make it 'More Better' ??
