Default 2003 GT turbo exhaust

2003 GT turbo exhaust upper bolt. The nut has some kind of plate welded onto
it. It keeps turning & i can't get the bolt out. Any ideas / suggestions?

You gotta be a little more descriptive than that. How about a pic from service manual?
'03 GT base w/175k and a 2 speed autostick (read: trans is shot) and powered by a hybrid MOPAR S3 with DSP untuned

this shouldn't be something that's too hard to figure out.

the very top bolt has a wingnut extension welded on there so that you don't need to hold it with a wrench since there's limited access. if everything is mechanically correct with respect to being factory as is, if you're removing the bolt the right way, it should come off. if it keeps turning, take a die grinder with a cutoff wheel and zip off the bolt head. knock out the stud and see what's going on. the nut could be seized on or something of the like. they should be 13mm and nut heads
