Hi. Does a non-working turbo affect fuel consumption?

That depends....
....basically speaking if there is no intake restriction from any cause than NO.

You would be surprised how many PT Cruiser Turbo Model owners have seized units and don't know it.

How would you know if it was seized?

A quick inspection:

Remove air intake hose. Look at the compressor wheel with a flash light. It should be very clean and aluminum in color. Then reach with a single figure only and attempt to carefully spin/rotate the compressor wheel. It should not have side movement and only spin freely.
