Sounds like you got er figured out already, but if you ever want to take another look at this Mod, What I would do would be to remove the panel, and remove the ywo screws as outlined in QSD (Quick Silver Don's) Post, and then do some searching for a Paint Chip or Bumper Paint Repair Service.
I have mentioned these types of Services in many posts before. These Services usually operate Mobile out of a van, and come to your home, or place of Business with specialized Computerized Color Matching Equipment, and custom Air Brushing Equipment, and specialize in nothing but small rock chip, scrape, and ding removal. These Service Vans usually do a lot of work with Car Dealerships air brushing nicks, and small damage on Lease Returns, Used Cars for re-sale, and new cars that might accidentally got bumped, or nicked while being moved around the lot.
These Services usually charge around $150 and up to repair all the scratches and so on in the entire car. As with most anything, time is money. The less work you have to do, the cheaper the cost will be. Cost, and time will vary from area to area, but to fill a couple of small holes, and air brush the paint out shouldn't take any more than an hour tops, and I would think somewhere around $75.00 max to do a professional job using professional paint and materials, to where you couldn't tell where the repair was.
To track one of these Services down, I would see if you can find the Paint Supplier that supplies Paint, and Materials to your local Body Shops, and ask them for a referral, search online for a Service near you, ask your local Body Shops, or ask your local Service Writer at a local Car Dealership on who they use.
That is about the easiest, quickest, and best way to remove the towel rack, and still have a decent appearance in your PT.
