On the safety side of this (dogs), they really shouldn't be having the run of the front seats. Could lead to a dangerous situation. Just like kids, they should be confined to the back.

Cut some styrofoam to fill the holes to about 1/8th" from the top. Then you can buy some of the chrome things that go in the bottom and put them on the top as decorative covers.
