Clinton did some damm good things in his term, and bush has done some stupid things, but approval rating is a matter of a ratio of good to bad stiff that chooses a "good" president.

According to the liberal media - Newsweek - at about 8:00 PM. Monday night of the storm, Blanco spoke to Bush and asked for all the help he could give.
The federal response took too long - everyone in the world knows it - except true believers.
