Spray a little starting fluid in the intake, if it fires you will know its fuel related. If you find the fuel pump is not working, first check the ground at the pump before you replace it.

Sounds like the you may have two problems,
One being the radiator cooling fan maybe failing and doesn't run at low speed or when stopped or may run some times due to a bad wiring,

Yes check your overflow bottle and make sure it is filled to the fill line, A weak radiator cap is another possibility, as the engine gets hot coolant expands and should go into the over flow...
