Maybe you can get to it by removing the radiator fan? Be careful if you do remove the fan as you can damage the radiator if you are not careful.

The problem I see is that if you put anything below the metal support under the radiator it will make it worse if the Pt Cruiser runs over any objects in the road. Sometimes at night when I can't see...

I have looked at automotive handheld mini digital oscilloscopes that might be affordable but don't have enough knowledge to recommend one.

The A/C needs to be checked to make sure it is working properly before looking at the IAC. If you are low on freon, compressor is not working properly, etc. it might also effect the rpm.

Checking the wires on the half shaft is only for the year 2001 & 2002 Pt Cruisers. What year is your Pt Cruiser?

On my silver Pt Cruiser it maintains the same rpm's. If the IAC was not working you would see a drop in rpm's when you turn on the A/C.

I would suggest checking the connectors going to the coil. They might have gotten some water in the contacts

I am suggesting you might have an exhaust leak such as broken welds or other small holes can take in cool air during deceleration and cause a popping or backfiring in the exhaust system.

After you start the Pt Cruiser with no A/C does the rpm increase at an idle when you do turn on the A/C?

I would suggest checking for codes with a scanner that includes ABS codes.

Sometimes one of the wheel sensors starts to go bad and you have the intermit trac light come on.

You can connect a hand vacuum gauge to the intake manifold either tee into the PCV or the brake hose. Than start your engine and report what the gauge is doing.
