I pretty much follow your comments; however, does this mean an open element, hi-flo air filter, e.g., K&N doesn't improve performance at WOT???
Also, at lower speed, when the PCM is in control, extra air volume (over the PCM's anticipated flow rate) is merely vented; thereby taking taking valuable processing time from the PCM.

If anything, higher flow could be seen as an "out-of-tune" condition by the PCM, and performance derated until the parameters fall back into line at the PCM's input sensors for turbo intake pressure and volume.

So, we now are looking at a system that doesn't care about barometric pressure, ambient air temp or higher volume intake pressures.
This isn't entirely true. The surge valve does not ever vent when the throttle is opened. However, since the power consumed by the compressor is a function of the pressure ratio across it - the wastegate will open up more if you have a decent CAI due to the higher pressure in front of the turbo. Wastegate more open means less backpressure, and therefore a little more power. However, same total volume of air going through the engine.

hey i have a quick question....i have a 2001 pt cruiser (of course)5 spd ....and its non turbo and all i have done to it is a cold air intake......what can i do for a cheap performance upgrade....i was thinkn bout a oversized throttle-body and maybe a spacer....but i dont know if that would give the increase in performance that i want.......the cold air intake definitly added like 5-10 hp and i could definitly feel and hear it in second n third gear..... if u guys have any tips i would really appreciate some help with this.
