yea scaling is a misused term... or a term used to do things incorrectly.

to do things incorrectly:
people often scale airflow to make the wideband see the number they want to see. like they scale the airflow back so the car runs at 12.8 afr vs the 11.4 it would normally. the computer sees this as an error an adds fuel trying to correct it... or they "fix it" by disabling adaptives or in some cases even disabling the o2's, depending on the level of cutting corners thay choose. these will get you down the track but may not comfortably get you to work every day

to do things correctly:
you spend hours and hours adjusting the air and fuel to be more accurate. so the wideband shows the 11.4 the computer wants, not the 12.8 that you want. once you do that, you go back and edit the fuel tables so the computer is commanding 12.8 instead of the 11.4 it used to want. this takes a long time and is not a mail order thing unless you are sending in datalogs for them to adjust. then you do it again and they adjust it again. the benefit is a car that runs correctly and this will make the car run better everywhere. better mpg, better performance, better everything. this does produce a "one tune that does it all". but this does not come in a box. this is what i do but i will be tweaking it constantly. partially because it's fun.

the first time i learned that was here: https://eectuning.org/forums/viewtopic.php?t=18470 -but nobody explained it clearly like above so it did't click until i actually dug in and started trying to change stuff

the "one tune does all" was mentioned to me in march 2016, but it took me a few months to actually understand.
