Sorry it took so long to fill you in.
Here is what came of the issue.

Couldn't do anything, and tried everything short of pulling the column out.
My folks finally had to take it to the dealer. and in fact they had to pull the column to fix it. they replaced the cylinder lock using the old tumblers (so no re-key of the car which saved a few $$). I think the total bill was $450.00

Just looked at the starter on my 01. The green is connected to the center bolt, the red to an "L" shaped bracket on top.
