Go to a PT show and listen to a few duals and make up your own mind. I have Bassani and it sounds good to me, maybe others wouldn't like them.

The consensus is that copper is best, here's a thread to read about the plugs for the Turbo....
Copper or platinum plugs for turbo As far as the dual exhaust, you don't have to worry about spending anywhere near that 3K you mentioned. Even the custom side exhaust with leg pipes only run 1K. Everything made for the PT comes out the CAT and then splits so we're not talking real "dual" exhausts. As Hooligan already said, it's best if you can hear someones set up first if possible because what's music to some may be noise to others. There's quite a bit of choices for exhaust such as, BTG, Borla, Hearthrob, PTeazer and Trendsetter. Here's a couple places to give you an idea of what they look like and the cost..... I like Borla exhaust. Maybe I am stuck in a rut but I have had them on many cars over the years. They are all stainless, fit well and have a nice, "just a little louder than stock" sound when driving sedately and a little rumble at idle. When you tromp on it though they give you the sound you want. They can be pricey though but they are one of the best on the market IMHO.

I think he was talking about 3000 RPM and how the exhaust resonated inside the cab (yay for headaches!) My borla is amazing (no headaches), but I run mine on a non turbo and have a tube header and high flow cat.
