Default Strangest Brake Problem

My PT brakes by it's own when it's low speed, had it to 3 garages to have the brakes checked, they all said it was ok, the bloke who looked today took it for a test drive and it did it to him, when they lock up if you put your foot down they free up and away you go, the bloke from the garage today said the abs and traction control light came on, please help ????

Very strange. Never heard of anything like that on any of the forums I go to. Three garages and nobody could offer a solution? Were any of them a Chrysler dealership?

Was any work done before the problem?
Seems some vacuum lines were switched would be my guess.
