remote keyless entry

I bought a 2003 pt cruiser last year. I have just 1 remote keyless entry and last week i dropped it into the water. Unfortuneatly, it is not functioning anymore. Can anyone tell me the cheapest way to have a functioning keyless remote entry?

I was thinking of buying a new one from e-bay and programming it but many people say it is only possible with a working one. So any of you know that it is possible to program without a working one?

i got my remote on ebay and then took it to the dealer and they programed it for me with no problem. total paid just over 75.00 most expensive part was the programing. but beats the 145 they wanted to charge me at the dealership.
