Default Timming marks 01 Cruiser 2.4

Ok, This car has been in my shop for 4 weeks now! ( I can only work on it on the weekends)
Got the new parts, Water pump, Tennsioner, Covers for the timming belt, thermostat....everything I needed to replace.
Putting this timming belt on has been a nightmare.
NOW.......
Getting the sprokets to line up exact is just not happening.
I have read every manual available.
Problem is, After I get it all lined up, Putting the belt on, makes the marks a fraction of a tooth off.
We put it back together like that once, But it wasnt right, It ran like the timming is off...
It's not even a half a tooth off, But it's off,and its not right.
When putting the belt on, I line it up with the left side sprocket a half a tooth lower, Like someone suggested, That worked, I can aget them pretty straight, The pulley at the bottom wants to move out of position a tiny little bit. All the times I have pulled that belt off and put it back on, Turned it 2 full revolutions,and it be a fraction off, I cant believe it.
DOES anyone have any suggestions as to why it will not line up perfectly, or what ot do to make that happen? I am not putting it back together until it;s perfect.
The link to the free manual on this site is not working by the way.
Any advice will be appreciated, I want my shop back, and I want this darn thing to run!

You don't have to use the factory manual. I have them and still use my Alldata or Mitchell shop information systems. The Mitchell is online and the Alldata is on DVDs. The factory PT service manuals I have are paper books.

I'm sure you have one of these information systems if you have a repair shop.
The Alldata guide for the belt is taken as a scan from the Chrysler manual.

I can't tell what's wrong with yours, but installing the UPDATED tensioner assembly puts the marks in place for me & my techs.
