Unhappy Power Outlet Always On

Here is a up date on my power outlet problem. i have a 2008 PT there is no power outlet in the center consule there is a cap covering a hole. i removed back window button panel and ther is no wires or connector to install a power outlet here. by reading other post i guess ther is on the 2006 model i don't know about 2007 model. what i know. fuse #16 feeds cigarette ligter (Front Power Outlet) fuse #13 feeds rear power outlet (by Jack) Fuse #11 selectable for Key or always on. i think it goes to C104 Red White wire Pin 23 or 16 or 14, looking at computer over someones shoulder at Chrysler. If anyone knows please let me know
