Starting problem

I tried to start my 2005 Touring Edition PT Cruiser last night. All I got when I turned the key was clicks. However at the same time, the red indicator lights on the instrument panel were flashing on and off. Also, when I turned the key off, all the lights went out (including the interior light) until the key was fully turned off. At that point, the lights came back on but the analog speedometer and tachometer needles jumped and then reset. The headlights work, radio comes on etc so seems like the battery is fine.

Any other time I have had a starter solenoid problem, the car clicks and doesn't start. I haven't seen instrument lights strobe, needles on other instruments jump etc. So I am wondering if this is an ignition problem, a starter problem or what.
