why so many fuses?

Default why so many fuses?

Crewzin suggested I remove my #8 fuse to kill my bad foglight switch (i discovered i had a dead battery after being gone all day yesterday) I went to remove the #8 and discovered every fuse position in the fuse block had a fuse. Ever for heated seats, which I don't have. Why are all the fuse postions filled? Alot of them are for accessories I don't have. Oh, and is there a fuse to that stupid liftgate sensor?
