Default Lower control Arm Bushings BOLT

The bolt that holds the rear, lower control arm bushing on my PT has seizes. I've sprayed the heck out of of it with a penetrating oil ad whacked it with a hammer a few times. Also tried the air gun on it but it won't budge.

Is there a way to get at the top of it to pour some penetrant on top?

Any other suggestions?

I'm leery of using a breaker bar in case it snaps the bolt.

I had to use my version of a breaker bar on mine to get that bolt loose. I use an 18-inch section of pipe on the end of my long ratchet to give me the leverage to break things loose.
