don't know which way to turn the screws but turning clockwise would bring the screw in thus raising beam?

there is a huge section in the manual on adjusting the headlights, eg
full tank of gas
75kg in front seat,
level surface, 32.8 feet away from a wall
From the floor up 1.27 meters (5 ft.), tape a
vertical line on the wall at the centerline of the vehicle.
Sight along the centerline of the vehicle (from
rear of vehicle forward) to verify accuracy of the line
placement.

and it goes on and on.......

did you guys know the pt for export has an indash headlamp adjustment (power)

Yes...the headlight adjustment switch fits into where the black plastic piece is in the middle of the lower center console next to the trac control switch. See the pic below:

I was wondering what went in that spot!!! does anyone know if that is available here in the states? or can what else can we use that space for?

As I stated previously, you won't be able to order/purchase any export parts locally. Even if your dealer ordered the parts, Chrysler main distribution center will not ship the parts out(will show "parts restricted" in the ordering system). You would have to order through a Chrysler dealer in Europe, preferably mainland Europe, not England because, depending on the part, of the righthand/lefthand drive differences, or have a friend living there order for you and then ship it to you. Might be expensive if the dealer charges VAT on top of the price of the part and you have to check the exchange rate too, plus shipping costs.

That space has been used for many things. Horn button, switch for neons, cell phone/headphone plug, etc, etc.

More importantly, do the PT Cruisers here in North America have the wiring built into the harness for the headlamp adjustment? I've got sources in the UK for parts but it would be useless if we can't connect up the switches.

The information on the wiring harnesses from SUVLIGHTS.com is a little out of date. They now have a website at www.suvlights.com and have increased their product offerings. Their prices have also increased slightly.[B)]
