The PT "Cruiser" doesn't like aggressive drivers. You shouldn't have ANY oil drops on the ground when parked and if it's leaking then, it would probably leak more under pressure while your driving. I seriously don't think it's coming from the oil cap, never heard of that. Could be the seals for the Camshaft/Crankshaft. They would leak on the passenger side. Mine had to be replaced when I had the timing belt changed.

Take a look at the PCV valve and it's tube for failure while your looking at things.
