Default disc brake grind and buildup

Just within the last 2 days my 04 turbo lite with ~67000 miles started making a brake grinding noise. At first I wrote it off as out of adjustment drum brakes, but today it was obviously coming from the right front. I took a look through the wheel and noticed something odd: on the right front rotor their is a lot of buildup of the pad lining, but it is only on the outer part of the rotor. I'm not really sure how to describe it, but if you move outward from the hub the rotor is half shiny silver, normal looking brake rotor, then half built up with brake pad lining.

I thought I'd ask here before I dropped the money on pads and rotors, is there some other known issue that could cause this?

Sounds like you need brakes.
When was the last time you had them done?

I bought it about 9k ago, so I have no idea how old they really are.

It seemed pretty clear that the brakes needed to be replaced, I just don't want to miss a root cause.

Is the build up on the rotors really half way down the rotor?
That's a mighty large area.

Is the build up actually stuck to the rotors or is it just brake dust you are seeing?

Is this build up on both drivers side and passenger side rotors or just one?

Could be you have a bad caliper or the caliper is not gliding as it should.
