OK, very funny. I don't know if you want to call it a "weather pulley cover" but there IS a large black plastic flat piece on the bottom of the car that covers access to the belts and pulleys. See photo below. It also covers just a part of the oil pan. This plastic piece would stop water from splashing up in the area where the belts are. I'm not sure if all PT's had this piece, probably so, but if your missing it, someone probably took it off to do some work and never put it back on.

Thumbs up Re: weather pulley cover?

on my cruiser and i think all of the cruisers it's called a splash guard and it's can be bought at a salvage yard or a stealership
It takes 8,460 bolts to assemble an automobile,
and one nut to scatter it all over the road

I thought about removing mine. It's that damn piece that has caused me a lot of grief this weekend. I'll update my power steering post adventure. Somehow something pushed that plastic into the bottom pulley of the power steering system. It melted a nice hole in the plastic and shredded the belt. Might have been snow, I don't know. I do know that this is the second time a cheap piece of plastic has caused me undo grief. I ended cutting a notch out where that pulley is.
