Default Fluctuating idle after cleaning/changing IAC 2004 GT HO.

Hey fellow cruisers, I have a 2004 GT HO Stage 1 cruiser that has over 100k miles and has been pretty much trouble free!! I noticed that it was idling a little high (around 1000 vs 750 before ) and a little rough. So I cleaned the TB and IAC and re-installed. Now idles smoothly but at about 1250 rpm BUT when I depress the clutch the idle jumps up to 2500 rpm then slowly settles down to 1250 rpm. So replaced IAC tested by turning key on while out of TB and pintle moves. Don't understand why idle would smooth after out cleaning/replacement but now fluctuates which it didn't do before. Found vacuum leak on elbow coming out roundish box by PCM fixed that. Also, I have a Mopar BOV (blue plate) the doesn't seem to be releasing between shifts as before. Any ideas??
