I just did a rebuild and had the same problem. Got it running today.

Check to see if you've got the coil pack plug-in crossed with the Camshaft Position Sensor plug-in. They look the same.
I got mine crossed.

After that I could get it to start with starting fluid but could not get gas to it.
Found out the fuel pump went out from just sitting there for a month. It worked fine when I first pulled it into the shop...

Also be sure to check the automatic shutdown relay in the power contol module under the hood, along with the fuel pump relay.

Hope this helps.
Good luck!

It it's a turbo model, the 03 has an SBEC controller and the 04 NGC. If they're non turbo, they are both NGC. If that's the case, I'd suggest starting with the basics: spark, fuel, compression, and timing.
