Default High Idle and Cooling issues

Just finished the rebuild on my 2001 PT. Started up strong but ran at 3000 rpms. After investigating, I found my pcv hose needed replacing. Replaced and started vehicle, idle rpm is now at 2000 rpms.

All vacuum hoses seem to be connected. I have been searching but cannot find any information on what it may be.

And on to the second issue. I filled the radiator and let the engine run for a few mins to try and bleed the air out of the system but water spews out of the cap opening when it begins to get hot. I assume that this is because the engine has a high rpm at idle.

Can anyone offer assistance?
2001 PT Cruiser, Silver, Base, 2.4 ltr.
